I need a piece of C# software that overlays an image onto an existing file (e.g. avi, wmv), and then saves it with the overlay in place. It would presumably need to go through bitmap by bitmap of the video to do this, and then it needs to save the file again in either avi or wmv format… (Budget: $30-$250 USD, Jobs: .NET, C# Programming)
