CSS and Drop Down Menus Needed by webmeng

I have an html website. Need drop down menus. Each menu item will connect to an html page. This is VERY quick and easy for anyone that is proficient with CSS and adding drop down menus to html websites… (Budget: $30-250, Jobs: HTML, PHP)
