Android Mobile VoIP app upgrade to version 4.0 by SmartCalls

I have a Android mobile dialer that supports upto Android version 2.3. I have apk files but no source code. Needs someone to upgrade to Android 4.0 plus some minor modification. (Budget: $250-$750 USD, Jobs: Android, Mobile Phone)
