Build a wordpress plugin for multiple sites to use by imclubbing

I want to pull data from a mysql database, and this data points to separate xml files. I would like a plugin that shows all the titles of the data on one page, and links to a separate page which displays… (Budget: $30-$250 CAD, Jobs: CSS, HTML, PHP, WordPress)
