Add repeated background image to WP theme by PaulBeige

I have a responsive WordPress theme (Linguini: functions.php file is attached). I want to add a tiled background image to the site. It does not have to be selectable from Theme Options. (Budget: $30-$250 AUD, Jobs: CSS, HTML, PHP, WordPress)
