Flex Desktop App for adding texture overlays to images by kevinfocht

I need a flex app in adobe air built to add texture overlays to images. This is a standalone app that should be pretty simple. If there is a better way to build this cross platform, I am open to that…. (Budget: $250-$750 USD, Jobs: ActionScript, Flex)
