Flash Animation – Neon light needs to come on and hum by PCRepairamedics

I have a PNG image that looks like a neon sign. I need it to start out looking like it is off and then turn on, like a real neon sign, with the buzzing noise. Only need it to buzz until the "light"… (Budget: $30-$50 USD, Jobs: 3D Animation, Animation, Flash)
