I need a site similar to this one:

A visitor goes to the site and enters in their phone number.
They are then called and we deliver them a message.
They are then connected to a predetermined phone number to talk to deliver their message.
If you can do this, please bid and tell me how you will accomplish it.
I assume it can be done using twilio.
