I have a Moodle Site that cannot upload/download files. The site is hosted on 1&1 using their business hosting plan and they have stated that all PHP rights are enabled for the Moodle (version 2.0) package… (Budget: $30-$250 USD, Jobs: MySQL, PHP, Script Install, Zend)
