Updating Current Script With New Wysiwyg Editor And Css

I need someone with good PHP and CSS skills to update the attached script, for the right person this should be a piece of cake. best solution would be to integrate it with a current CMS system. Adding Ajax effects would also be an asset. for the right person this should only take a couple of days to update
