Simple editing 1 HTML page by Whom

Hi, I have an HTML page with an HTML5 video player inside it.. I want it to be centered and auto-play.. for all browsers. I need a background behind it and 2 links. That’s all. I need this done… (Budget: $15-$25 USD, Jobs: Dreamweaver, HTML)
