My SQL and PHP – Must be optimized for high load by roughrida

I want to make a script that will enter variables into mysql database and then we will pull these variables from a remote website using php. This is a simple script I am interested in talking about what i want to do then doing it in a way that is very optimized and least load on server… (Budget: $30-$250 USD, Jobs: MySQL, PHP)
