Url 301 Redirect With .htaccess / Mod_rewrite Masking

I want to achieve the following using .htaccess file :

siteA.in – – 301 redirect to www.SiteB.net/default.asp?prog_id=xyz
www.SiteA.in – 301 redirect to www.SiteB.net/default.asp?prog_id=xyz

Also, even after it redirects,
the following address should appear in the address bar of the user :
siteA.in
