I have a website with a sign up page that is not functioning

when customer signs up they sign up for free with email adddress and automatically assigned a customer number .Olny if they choose to use our service admin has the ability to activate an option the option to pay for a subscription via webmoney ,paypal ,western union or wire transfer .

Please note that this site does not sell any items .The only time a customer will pay is if they choose to use our service .
