This is a site where people can sign petitions that are posted to make changes to the government and make people aware of causes. The basic functionality would allow for two types of users, Posters and signers. A poster will pay a fee to post a petition and signers can digitally sign any petition.
The functionality would be
1. Home page List of Petitions as links with a count of active signatures
2. Register or Login
3. If Registering register as a poster, signer or both
4. Collect payment
6. Send a confirmation Link
7. Set up Profile and digital signature (PIN)
8. Post or Sign Petitions
