I have a picture rating site that need to have a fix done for. It has pages that load in /top.php that have been suspended by my host as they use up to much of the host resources. The host has suggested using a caching system to help ease the load. The other thing I can think of that may help is limiting the top.php pages to just the top 10 initially but leaving page number links to search for the next lot (11-20 on page 2). Please feel free to discuss whats needed before bidding.
