Fix Joomla Contact Form

The contact form on my Joomla site is not sending messages to admin. There is also no message saying anything after the form page refreshes.

I have tried installing a contact component but that does not send mail either.

I have read through the Joomla forums but cannot find any solution.

It is on 1.5.22
