TranslateY doesn’t work with the eyelid keyframes but scaleY does

I just finished putting a mask over the left eyelid outline of my project, but I messed up with its alignment with the eyelid (the wipe in animation). Currently I used scaleY to have it infinitely float up and down with it, but when I use translateY, it doesn’t work.
